Green Arrow finds himself in the crosshairs and caught in a crossfire: on one side, would-be populist vigilante Citizen, who's out to make the one percent pay. On the other, the citizens of Seattle, who mob Green Arrow wherever he goes. While Black Canary investigates Citizen's real identity, Oliver's corporate lawyer and confidant Kate Spencer deals with a free-falling Queen Industries. It's not a good time to be Oliver Queen OR Green Arrow...until our hero becomes taken with an insane plan to thwart Citizen once and for all.

    The Citizen does seem like an intriguing enemy for Green Arrow to have to face off against, and its gripping to see him go up against someone who pretty much shares his views. With the story strongly focused on the people, and Green Arrow just trying to find the mastermind behind it all, he seems like hes lost in a sea. Read Full Review

    Green Arrow #46 was a strong return to The Citizen plotline. Julie Benson and Shawna Benson did a great job progressing the plot at a quick pace.     Overall, the story could've handled Oliver's past sins and the reveal of the Citizen a bit better. It feels like we've lost a bit of momentum.     It really feels like Roy Harper's funeral issue last month went and through this arc into a tizzy and this issue is doing all it can to get the arc back on track by being rushed as hell to get our characters where they need to be by the end with the knowledge that they'll need going forward.  The art's alright, but nothing about this issue really "wow"-ed me and I don't have a lot of faith going forward with this creative team.     I like theartwork of German Peralta and John Kalisz. Its consistent with the look of thebook established 46 issues ago, but if also fresh and different. Ive found newappreciation for colorists, who have historically gotten the short of thestick.
