Even as Tatsuki and his classmates mourn the deaths of his friends, his father-Councilor Hirokawa-advances his plans with the strange creatures hiding amongst the population of East Fukuyama City. Welcoming the arrival of these new apex predators to save the Earth from the excesses of humanity, he offers to use his influence to help them spread and feed while staying under the authorities' radar. But not all of the creatures are in agreement about following his plans, or for the need to kill and feed discreetly. In fact, at least one finds distinct pleasure in it-and he isn't done with Tatsuki's classmates.
