It's a fine standalone origin retelling. Although I don't really know which of this was retconned... I do know that Cap's history is a bit messed up, which is understandable. Anyway, it's also funny how a big chunk of his life was recaped in a splash-page... I think it's better, than if it were a 2-4 issues.
