This is a good stand-alone issue. It reminds us why this book is called "Detective comics." As usual Batman is up against a mentally unbalanced serial killer and must figure the means he uses so he can stop him from claiming any more victims.
The Librarian is an interesting character. He was obviously bullied by his father, but his mother would defend him. He cared for her in her old age and was devastated when she died. He began placing corpses in arranged places in hopes of silencing the voices in his head, but them went on to kill random victims and continue hes bizarre organization. I actually feel sorry for the poor guy.
