PROJECT SUPERPOWERS: FRACTURED STATES #2 is a great entry in the series with plenty of action and drama to set up one of the main villains of the story. Despite the silly, campy nature of the Clown, the creators make him work as a dangerous, imposing adversary. Read Full Review
