Newburn #13 is the issue that shifts gears from network procedural to prestige streaming series, as it moves from the episodic case of the week to the systemic fall of the mob detective. Zdarsky pivots the storytelling to chronicle that fall stemming from Newburns hubris and attempts at total control, and builds on the reporter subplot as an excellent frame to the narrative. Phillipss art instills a steady rhythm to the book that is bolstered by flashes of coloring and SFX that signal the shift into the serialized.
