  I was thinking at first the entire blue flame entity was either a con on Saturn Queen's part, or a delusion of hers, but that doesn't seem to be the case. While she could make the others see the fire, and maybe even induce the feelings of awe they got when it spoke to them, I am fairly certain that she couldn't boost their power levels with her mind, as the blue fire did with Zymyr's space warping powers. We were told this was to be a set up for a major story coming later this year, and the formation of a new Legion of Super Villains with a quest and a powerful backer certainly seems to fit the bill.
