No character or plot development is given any breathing room, and the entire issue feels disjointed because of it. It's possible to follow dozens of characters around without losing the story, as books like Saga and Prophet have proven, but Masks has not done a good job thus far. It's a shame to see iconic characters like The Shadow dragged through such a mess.
