I really like Nocenti's take on this. I am assuming at least that she's on the side against guns and while all of the counterpoints to it are the standard rhetoric we're used to seeing it makes Catwoman seem a bit irredeemable. She has a moral compass. She doesn't kill (generally), she cares for people, the average person and here ALL she cares about is her score, damn the consequences despite so many people telling her how awful the fallout would be. It's a good story, hits you over the head a little bit but sometimes that is what is necessary to hammer home such an important and true critique on guns and gun violence. The problem is just as prevalent today as it was when this was written.
