Boring ass arc

More of the same problems as before. Tiger Shark is lame, as is a lot of the dialogue and narration in this issue. There's a great moment where Wolverine almost drowns at least that shows Byrne is still doing good work as the artist, even after the previous issue got a little rough in that department. The Acts of Vengeance stuff continues to be absolutely pointless, especially since Wolverine got stuck with Tiger Shark as his villain for this story. It just feels out of place with the tainted cocaine storyline that dominates this arc. Most of this story takes place in the nation of Tierra Verde with this evil dictator, and he kind of sucks.
