Meaningless issue. No reason for the Illuminati intervene with this single person who's not even a danger anymore. Also, their motivation to him is to just make him "New York superhero #517"? The beginning of the issue was fun but the shallowness of the issue combined with the cover only being a reference to that (fun but)meaningless conversation in the beginning makes me think that Bendis and Reed didn't really knew what to do. Looks like just a filler issue.
I know eventually both will write Marvel Boy so if the plan was to setup them doing something with him, they should have done a better job.
