This is a mess. For a book titled "City of Bane", he only appears around 3 times, Flashpoint Batman is the true villain of this book. It does a lot of jumping around between scenes, especially towards the end. Also, there's a big section that's just a pure Batman/Catwoman soap opera with terrible dialogue. If you want to read it, go ahead, but I'd save my money on this one.
