There is not a lot of “action”, per se, in TMNT #98 but the story sure does pack a punch. TMNT fans will be shocked by the events in this issue. It is not just one thing, either; there are many astonishing revelations from beginning to end that will have readers glued to this story. TMNT #98 sets the table for issue #99 and issue #100, the concluding chapter of the City at War Story Arc. The book isn't quite as exciting as prior issues but avoids being labeled inconsequential. Stuff definitely does happen in this book and we catch up with key players on all sides of the conflict.
Hun has formed an alliance with Agent Bishop and the Earth Protection Force. It's also revealed that Bishop has made multiple clones of Slash and that he and Hun will be the piloting them. Jennika officially becomes a member of the Teenage Mutant Ninja Turtles. Her mask is yellow and her weapons will primarily be a set of claws, sword, and a bow. We also see Karai's intended fate for Splinter.

Damn it to hell...Filler in a half shell man just talking and talking all while barely moving the story..Hun jumping sides didn't even make sense neither did why Jennika Chosen those weapons its so whatever....rough issue that embodies all that's wrong with the title
for a series that's supposed to be building towards a monumental Hundredth issue
there was an awful LOT of talking in this comic!
this issue was very unbalanced. mostly all talk no action, just like the rest of this arc.
a lot of that talking was recaps of what we just read a few issues prior. more dialog was wasted on useless bickering. things didn't start getting interesting until the very end. but by then the comic was already over.
this is going to be a real slog when it comes to trade.
