Oswald Cobblepot's plan to return to Gotham City is about to be executed, but he's going to need one last, key piece...and only a beautiful face from his past can provide it. Enter the femme fatale, Lisa St. Claire.

The Penguin remains fresh with every issue. Each one is deliberative. And it doesnt come as the result of any one member of the creative team shining more than the others. This is a true group effort with every part of a given issue reinforcing its various dynamics. The Penguin #4 is a masterclass issue that every fan of the medium should read. Read Full Review

The Penguin #4 is another amazing issue in a series that stands out as one of the best on the shelves right now from any publisher. Don't sleep on this one. It's delivered excellence with every issue. Read Full Review
The promising aspect of The Penguin #4 is the promise that the story will begin in the next issue. While the addition of an ex-flame and advisor makes for the best of the "getting the band back together" installments, that doesn't set a terribly high bar either. Read Full Review
I'm just so bored with this book. It isn't incompetent so I can't score it any lower but there is nothing to interest me here and the "story has been dragging since issue two. According to the soclicitations, Penguin is going to spend the next two months rounding out the arc by recruiting more people and then, instead of something finally happening, we're going to change gears and get a flashback story to Penguin and Batman's first meeting (Something I have never wondered about before and still don't). So, in short, nothing is going to get better anytime soon and I recommend all but the most ardent Tom King superfans skip this comic. Read Full Review
I absolutely loved the twists and turns in this issue that keep you guessing from one moment to the next, and I’m looking forward to the next installment. Last issue and this issue are the best yet. It’s also fun having the Force of July back in action!
Another really interesting issue here. It's a shame that the Force of July likely won't have much more story in the immediate future with them being taken out physically and taken out of Oswald's plans. Either way, I liked the dialogue between Oswald and Lisa, as well as the narration throughout this issue. My main gripe with this series thus far is that I feel like it's taking it's time to get to the point of it all. However, taking a slower pace isn't a bad thing whatsoever. I just hope the story doesn't begin to drag.
Picked up the pace nicely and the art in this was very well done. I liked this one the most of the 4.
