We not only get to see why Cobra Commander is going to be rejecting Cobra-La, but also how he may team up with a classic villain.     The big reveal moments just don't hit like ones made in previous issues. Maybe if the moment in this issue was switched with the reveal at the end of the first issue it would be more impactful.
